At the 2011 UN Climate Change Conference, the Durban Platform (and the ad hoc working group on the Durban Platform for Enhanced Action) were created to negotiate a legal instrument to mitigate climate change from 2020. The resulting agreement is expected to be adopted in 2015.  Your report „The Truth Behind the Paris Agreement Climate Pledges“ warns that not reducing emissions will cost the world at least $2 billion a day in economic losses by 2030 due to weather events exacerbated by human-caused climate change. In addition, weather patterns and phenomena affect human health, livelihoods, food and water, and biodiversity. Today, 189 countries have joined the Paris Agreement. In short, the agreement does not eliminate coal jobs, it only transfers those jobs from the United States and the United States and ships them overseas. This agreement is not so much about climate as it is about other countries gaining a financial advantage over the United States. The rest of the world applauded when we signed the Paris Agreement — they went wild; they were so happy – for the simple reason that it put our country, the United States of America, which we all love, in a very, very great economic disadvantage. A cynic would say that the obvious reason for the economic competitors and their desire to stay in the agreement is that we continue to suffer this great self-inflicted economic injury.
It would be very difficult to compete with other countries in other parts of the world. While the current agreement effectively blocks the development of clean coal in America, what it does, and the mines begin to open up. We have a big opening in two weeks. Pennsylvania, Ohio, West Virginia, so many places. A grand opening of a brand new mine. It`s outrageous. This has not happened for many years. They asked me if I was going to leave.
I will try. Risks are increasing because, historically, these agreements only become ambitious over time. In other words, the Paris framework is a starting point, no matter how bad, it is not an end point. And the exit from the agreement protects the United States from future violations of U.S. sovereignty and from any future massive legal liability. Believe me, we have a massive legal responsibility if we continue to do so. After ratification, the agreement requires governments to submit their emission reduction plans. Ultimately, they must play their part in keeping global temperatures well below 2 degrees Celsius above the pre-industrial period and making „efforts“ to keep them at 1.5 degrees Celsius.
